[whatwg/webidl] "Introduction" section is too historical (#1035)

https://webidl.spec.whatwg.org/commit-snapshots/f01080ffc4fa05ce86870814ed6ae3815e3db3f3/#introduction contains a lot of details about historical bad interop, OMG IDL, and hardcoded references to the W3C (as opposed to the wider adoption Web IDL has seen over the last 10+ years).

There's also some redundancy with the abstract. Relatedly, the abstract for Web IDL is very long, unlike other WHATWG specs (all of which are one sentence, as can be seen from https://spec.whatwg.org/ .)

It'd be nice to clean these up and consolidate. I'm happy to take a stab at this next week if nobody gets to it sooner.
