Re: [w3c/clipboard-apis] What happens if promises to Blobs are not resolved within a reasonable amount of time? (Issue #161)

Since we have come to an agreement (mentioned in the meeting notes) that Safari's behavior makes sense and is aligned with [our proposal](https://github.com/w3c/clipboard-apis/issues/161#issuecomment-959739695), we are going to make that change in Chromium as well. I'm going to add this to the spec. Keeping the issue open for any feedback.
