[w3c/clipboard-apis] make pasting/sanitizing section normative? (#140)

I'm glad that most of the privacy and security considerations text is normative, particularly since mitigations are mentioned in these sections.  Why is https://www.w3.org/TR/clipboard-apis/#pasting-html non-normative, and should that mark be removed?
