[w3c/clipboard-apis] clarify the issue prompting the suggestion of transcoding images? (#139)

https://www.w3.org/TR/clipboard-apis/#image-transcode seems to come out of nowhere.  Would the editors explain a little more of the attack envisioned and how transcoding will help?
