Re: [w3c/editing] [charter]Information about Timeline and Expected Completion is missing (#280)

Ok, I think we have gone through all the required steps with Input Events, including contacting and inserting feedback from the various W3C groups that need to be contacted. The only thing missing is figure out which parts of level 2 need to be set as optional because they cannot be implemented in Chrome. So a really safe date should be a year from now -  March 2022. 

For Selection API, we should ask the editor @rniwa what a realistic completion date would be like.

For Clipboard API and events, let's ask the editors @garykac and @gked.
