it's ok to simply provide an expected time to move to CR (stable version to call for implementation).

Also please let us know if you plan to move your spec to REC or not, [Process 2020](https://www.w3.org/2020/Talks/TPAC/W3C2020/) gives the group a new option to publish living standards -- 
* Living Standards, aka CR forever:
    FPWD, WD*, (CRS, CRD*)+
* Stable normative reference (versioning):
    FPWD, WD*, (CRS, CRD*)+, PR, REC
