Re: [whatwg/fetch] Odd format for fetch callbacks (#536)

I mean just allow prose like step 7 of https://wicg.github.io/background-fetch/#complete-a-record, but in a way that doesn't bounce back to the main thread. I think it's fine to go in parallel from parallel code.
