@domenic I expect this is a reference to [RFC 3986, Section 1.2.3](https://datatracker.ietf.org/doc/html/rfc3986#section-1.2.3) and, more aptly, the generic syntax.

This comment seems to be a reflection of the concerns in https://datatracker.ietf.org/doc/html/draft-ruby-url-problem-01 and the desire for 3986 syntax to be authoritative (and for all URL schemes to fit neatly in those concepts), which is... ambitiously optimistic, to say the least.
