How is this clearer? It just replaces a clear term "cannot be a base", which tells you what is different about these URLs, with an opaque undefined term, "hierarchical".

I have no idea what type of URLs are hierarchical or not... https://www.dictionary.com/browse/hierarchical doesn't help me at all.
