[w3c/editing] [charter]describe deliverables, align with the latest template (#295)

* describe the specs in [2. Deliverables](https://w3c.github.io/editing/charter-drafts/editing-2021.html#deliverables);
* align with the latest template;
* use the publication status link in the standard WG homepage.
