Couple thoughts: 1. I'm not sure there are no other concerns than XSS as https://github.com/whatwg/dom/issues/831#issuecomment-717890389 seems to list some. 2. I really don't think "problem 2" (which seems like a conflation of bad sanitizers and legacy user agents) needs a solution. Bad sanitizers will always be vulnerable to any web platform addition.
