[w3c/webcomponents] Template/part proposals should explain how and why they improve performance (#901)

as an example doesn't exactly explain how it achieves performance improvements.
There is a risk that a proposal tries to just improve performance on one particular kind of DOM implementation when
there might be other approaches which have already solved those issues in general.
