I think the main reason we have not made a lot of progress here is lack of browser-related use cases. Apart from browsers the API is only supported by Node.js. That's not enough for https://whatwg.org/working-mode#changes. Perhaps that https://github.com/WICG/urlpattern brings some change to this, but it's a bit too early to say. Now I might well be wrong and there is in fact a lot of demand for this inside the browser or by web developers using a library to solve this in browsers today.
