[w3ctag/design-reviews] CSS Scrollbars: scrollbar-color, scrollbar-width (#563)

I'm requesting a TAG review of the CSS Scrollbars spec.

The CSS Scrollbars Module Level 1 allows authors to style scrollbars by specifying their color scheme and thickness though the properties `scrollbar-color` and `scrollbar-width`.
