Personally, as one of the authors of a free open source XPath 3.1 implementation (https://github.com/FontoXML/fontoxpath), I do not really see the point in shipping XPath 3.x or 2.0 in the browser. Rather, I would prefer to see a way to plugin into the CSS engine to use XPath in CSS, so that we can do what @liamquin described, but in a more flexible way.
