[w3c/manifest] chore: fix some xrefs (#883)

Closes #881

This change (choose one):

* [X] Is a "chore" (metadata, formatting, fixing warnings, etc).

Commit message:

Fixes some broken xrefs... 

@sidvishnoi, weird one with `<a>document</a>`... ReSpec is not able to resolve that concept back to DOM, even though DOM is in the lookup list? 

Also, with `list`, I think the contextual [[HTML]] was confusing it.
