Re: [w3c/webcomponents] Change 'CSS Modules' name to avoid webdev confusion (#843)

@trusktr and @franktopel - there's no reason to continue to litigate anything here for several reasons:

1. The feature doesn't have an official "name". As Anne points out, in the HTML spec it's an enum and text on how to handle the file type.
2. The feature is already not referred to as "CSS Modules" in the HTML spec. As is consistent with other module types these modules are referred to as "CSS module scripts".
3. I've renamed all references in my initial proposal to "Cascading Style Sheet module scripts" to try to avoid confusion.

I just added a suggestion to https://github.com/whatwg/html/pull/4898 to rename the one reference of "CSS modules" to "CSS module scripts". Are there any other outstanding items, or can we close this issue? @annevk
