Re: [w3c/uievents] Insert Key is not part of the spec as a modifier key (#273)

NVDA and Jaws both use the insert key as modifier key by default. Both 
have the option to choose the capslock key instead, and the capslock key 
automatically becomes the modifier key if the laptop keyboard layout is 
chosen during configuration.
