Re: [w3c/uievents] Insert Key is not part of the spec as a modifier key (#273)

Windows screen readers use the insert key as a modifier by default (**if** I recall correctly, the mac equivalent is using ctrl-option). See for example the [documentation for NVDA.](https://www.nvaccess.org/files/nvda/documentation/userGuide.html?) (if you are running NVDA, press "insert"+N ...)
