The expectation is (based on cross-browser discussion) that all implementations will align on top-level origin. @ylafon you cannot let the resource decide whether it's okay to track/identify the end user via it. It seems the bandwidth-saving scheme would also leak information to the server. (Deduplication locally is possible, but from what I heard doesn't end up saving all that much.
