[heycam/webidl] Remove references to ECMAScript global environments (#681)

The prose about 'initial objects' can probably be removed with a little
more work, now that object creation is imperative.

The paragraph about exposing interfaces is no longer particularly useful
since the Exposed extended attribute is required.
