Re: [heycam/webidl] Fix error handling when using Call() (#207)

https://github.com/heycam/webidl/issues/254 tracks the problems with `Map` and `Set` and proposed solutions. So, #618 can close this when merged.

For now it will use `?` (instead of `!`) for calling the Map/Set methods since per spec they are page-hookable. Hopefully we will fix the page-hookableness eventually.
