[w3c/screen-orientation] Editorial: Edits to sections 3.2-3.5 (#140)

- Added title to note in 3.2 Unlock() method
- Added title title and edited down the note in 3.4 angle attribute

- I changed the event handler reference in 3.5 onchange attribute so that it points to the IDL.  However the IDL links to the same https://html.spec.whatwg.org/multipage/webappapis.html#event-handlers so it's still going to the same page.  Is that ok or do you want that changed?
