Agree - or the UI that signals that a site is installable is surfaced in a non-intrusive manner (e.g., ambient badging). I think that leads to the conclusion that the API is not needed, or that the API trying to deal with a limitation in the browser’s UI. 

I think this thread has run its course. I’ll prepare a PR.
