`beforeinstallprompt` only comes into play once the user agent has decided to prompt the user to install a site. User agents may trigger a prompt at their own discretion (which may be never).

Given the inherent flexibility granted to user agents on this contentious UI I'm not sure anything needs to change in the spec. User agents are free to follow their own values.
