Re: [w3c/webcomponents] Document "layers" for single-use components (#806)

Not when they're in the top layer, but yes when they're in the blocking elements stack. A decent bit of 897 was discussing how connected those two should be; see e.g. https://github.com/whatwg/html/issues/897#issuecomment-198512778 and the following comments (before we get sidetracked with scope expansion).
