I agree with your analysis.
For (A), I'll get some usage data and we can assess if it would be safe to remove generation of <font> element. 

It sounds like consistency in behavior is more important rather than the behavior itself.
The behavior heuristics are subjective and I can see pros/cons for both behaviors.
Ideally, it would be nice to achieve more with less effort which means that FF would make a change to match blink/webkit.
