I misread the Loading Signed Exchange spec and respondWith(fetch(event.request)) is expected to be the same as not falling respondWith(). What made me wary was https://github.com/WICG/webpackage/issues/347#issuecomment-473782344 and being told the spec had to change to keep the equivalence.
