Re: [whatwg/fetch] Add Stale While Revalidate Handling (#853)

1. We do this in Chrome as well, we fetch it with the very low priority as (same as beacons, pings, csp reports and lazy load)
2. Chrome's network stack does do coalescing of pending requests.
