It looks I've changed the behavior [here](https://www.w3.org/Bugs/Public/show_bug.cgi?id=21404#c10), which was originally requested by @azakus (Daniel Freedman).

Maybe we would like to hear more opinions or feedback from web authors before changing the behavior because the current behavior has been there for years, and the change would be a breaking change for us, especially the current web components frameworks.

@azakus, we'd appreciate if you could share your insights.
