Re: [w3c/editing] Move execCommand to WICG (#184)

I’m not in favor of publishing as a Note, fwiw. As has been pointed out above, this is an important specification and a Note could signal “end of life” - which is not what we as a community want. 

This is why this spec needs to live somewhere that it can become a living standard (either at the WICG, or possibly at WHATWG). It’s totally ok if it never gets to REC. But that’s incompatible with this particular W3C working group.
