That’s kinda the point. Right now its impending the success criteria of the group: which is to produce W3C Recommendations. The draft clearly states that will never happen. Hence, moving it to the WICG allows incubation of a standardizable subset amongst interested parties. 

Once there is agreement on what could actually go to REC, we can take this back and take it through the W3C process. 

Make sense? Or am I missing something?
