Right now its impending the success criteria of the group: which is to produce W3C Recommendations. The draft clearly states that will never happen. Hence, moving it to the WICG allows incubation of a standardizable subset amongst interested parties. Once there is agreement on what could actually go to REC, we can take this back and take it through the W3C process. Make sense?
