Re: [w3c/editing] Move execCommand to WICG (#184)

Ok, and can we have meetings (F2F, phone call, etc.) in a way so that they automatically cover both a newly editing WICG and the existing editing taskforce automatically so that we can make resolutions on specs in either one? 

For example now there is a request to add a bunch of input types to the input events spec. The issue I have with those event types is that they are only meant to be used in conjunction with execCommand. So I would like to be able to have just one single meting where we can decide to put them into either the input events or the execCommands spec without having to first dial up another group and have a meeting with them as well.

Basically I am asking if we can continue as before with the structural changes of moving certain things to WICG being done entirely below the surface so that we don't even have to think about it?
