Re: [w3c/webcomponents] Provide a lightweight mechanism to add styles to a custom element (#468)

Clarification:
We will prototype both approaches, try to optimize both (e.g. skip creating a shadow root for fake-shadow-root), then compare both approaches's pros and cons.
