[w3c/permissions] Clarify/resolve elationship of PermissionName enum values to Feature Identifier values (#177)

In [this comment on wicg.discourse.io](https://discourse.wicg.io/t/relationship-of-permissions-feature-policy-origin-policy/2772/2) @jyasskin notes:
> I believe we’re hoping for Feature Policy and Permissions to refer to a shared list of [Permission Names](https://w3c.github.io/permissions/#enumdef-permissionname) / [feature-identifiers](https://wicg.github.io/feature-policy/#feature-identifier) [values](https://github.com/WICG/feature-policy/blob/gh-pages/features.md). I believe all permissions should also be controllable with a feature policy.

Am submitting this because I do not see an issue here for it and [Permission Names](https://w3c.github.io/permissions/#enumdef-permissionname) / [feature-identifier values](https://github.com/WICG/feature-policy/blob/gh-pages/features.md)  are separate, intersecting, but not congruent (and it seems unclear if they are supposed to be congurent).
