Pretty sure I never recommended versioning manifests specifically. But it's good practice to version assets and treat their URLs as immutable generally. This isn't anything to do with service worker, it's just good caching practice https://jakearchibald.com/2016/caching-best-practices/. If manifest is an exception to the rule, we need to do some dev rel'ing so folks understand why.
