Re: [w3c/webcomponents] HTML Modules (#645)

@rniwa yes, for components we need baseURLs in shadow trees, but depending on the allowed content of an HTML modules though, we might still need baseURL. ie. does `import.meta.currentScript.ownerDocument` return something? Do we need baseURL to load `<script>` tags?
