Re: [w3c/webcomponents] HTML Modules (#645)

Per F2F discussion, there is an interesting problem with base URL of a component imported from a html module. Making a HTML module a Document and supporting base URL there doesn't help because we're only going to have inert templates there. Where we need base URL is inside shadow trees in the "main" document of the imported components created by cloning/importing those templates.
