I filed a separate PR for UIEvent spec for adding a note about inheritance.

So we all agree we don't inherit UIEvent for ClipboadEvent, then are we still blocked on compelling real-world use case to be `composed=true` by default? Or on the contrary, did Blink have any problem ClipboardEvents have not been scoped for Shadow DOM V0?
