I'd be fine removing the current `is=""` from spec and doing the rest at the library level. However, things at the library level are not "standard" or "spec", then 100 different implementations pop up, and now we have a bunch of different methods of doing the same thing that are incompatible with each other, and a mess.

If we had something standard, spec'd, and built into browser, we could rely on it in _every single web app_, not just specific web apps that use specific implementations.
