[w3c/ServiceWorker] Express the job queue in terms of parallel queues (#1197)

Parallel queues have landed, and I'm pretty confident there's a better way to express the job queues we currently use.

This should make it easier to follow and link between algorithms, while expressing actions that must happen in series.
