It's true, perhaps the same thing can be achieved with Global Custom Attributes, but semantically custom attributes seems better for attributes that are meant (and will likely) be used on every type of element. For example, the `style=""` attribute is such an attribute. The behaviors idea is just semantically different (I think I like this one more due to semantics, although the other one is further along with a polyfill).
