Re: [whatwg/fetch] Allow connection reuse for request without credentials when TLS client auth is not in use (#341)

It doesn't just apply to Channel ID though and wasn't just about that (as
mentioned in past discussions) - and it's covered in the spec at present,
so this seems like an appropriate place to discuss? That is, our problems
don't just go away (for Chrome) if Channel ID didn't exist, and the privacy
concerns repeatedly overruled the performance concerns.
