[w3c/webcomponents] WebPlatform Web Components F2F 2018 (#713)

At TPAC, we agreed to have another F2F around February 2018, at somewhere not in the US, so everyone can join.

One option for the location was Vancouver, but @annevk suggested Toronto works better (and Mozilla office is there).

Let's plan the next F2F!

  - Let's start with a week of Feb. 19-23, and move if necessary. Then use doodle.com to pinpoint the date?
