Re: [whatwg/fetch] Reject Promise on Error Response (#627)

I realize this is a dupe of #18. After reading the discussion, I think it would make sense to revisit this issue since there are still developers for whom this is counter-intuitive all these years later: exceptions/error semantics aside.
