Re: [w3c/charter-html] Charter must state a reason when duplicating work done elsewhere (#139)

The proposed charter was not only about adding/splitting/removing deliverables, but also about a charter extension. For a charter extension, longstanding issues that should already have been addressed one or two charters ago are absolutely in scope.

While we're at it, this prompted me to check if there were more differences. Since I don't think a diff was provided, here's one: http://services.w3.org/htmldiff?doc1=https%3A%2F%2Fwww.w3.org%2F2016%2F11%2Fwebplatform-charter.html&doc2=http%3A%2F%2Fw3c.github.io%2Fcharter-html%2Fwebplat-wg.html

Besides minor rephrasings, I note that one paragraph was dropped form the scope section, even though that difference is not listed in the changes section. [I've open an issue about that.](https://github.com/w3c/charter-html/issues/142)
