My contention is that any reasonably talented group of spec writers and/or developers could deliver the desired results in 6 months without violating any of the laws of physics. Where there is a will there is a way! I also feel it is time for the Waterfall method of spec-writing to be challenged with something more Agile or RAD. I think the lack of competition in the standards space may ultimately be counter-productive.
