[heycam/webidl] Disambiguate / explain maplike vs record (#303)

It is hard to understand, simply reading the spec, what the differences in [maplike](https://heycam.github.io/webidl/#idl-maplike) and [record](https://heycam.github.io/webidl/#idl-record) are. But more importantly, when and why to use one or the other.
