I think we're not communicating. So, in an attempt to clarify ...

* We have no intention of submitting this text to Notifications
* API.

* APA is preparing a filing for the Notifications spec that would add a
* normative requirement:

 http://lists.w3.org/Archives/Public/public-apa/2017Aug/0018.html

 * If accepted it would clearly obviate the content of our
 * proposed, and now rejected informative Accessibility
 * Impact statement for Push API.

 Are you active in WHAT's Notifications work?
