I agree with Martin that this issue is out of scope for the Push API. While suspending or delaying _visible_ Web Notifications can definitely matter, time sensitivity of push message delivery entirely depends on the developer's use case. Delaying message delivery for use cases that don't involve notifications or other UI would be inappropriate, and there is no definite way for either other applications or the user agent to be aware of that.
